Director of Preservation Incentives

The Department of Historic Resources is currently recruiting for a dynamic individual to fill our vacant Director of Preservation Incentives position.  The selected individual will provide strategic leadership and management to two major departmental programs: the Historic Preservation Easement Program and the state and federal Rehabilitation Tax Credit Program; and provide solid leadership to professional staff working in those program areas; and ensuring consistency in reviews within and across programs, to assist directors office in making policy decisions on the program areas, and to resolve conflicts with project sponsors, and promote programs to all constituencies.  Specific duties will consist of overseeing the division and directly supervising two Program Managers; managing the divisions budget and state and federal grants; developing work plans; contributing to the agencys long term goals; providing management and policy leadership and oversight to easement staff and tax credit staff and others associated with both programs; advising property owners, developers, architects, and others regarding the programs; ensuring that projects are reviewed in a timely manner; providing guidance and assistance in drafting and negotiating new easements; overseeing interaction of the state program with other state agencies; and overseeing and participating in the promotion of both programs.  Serves as a member of the agencys Senior Team.

Responsibilities

Applicants must meet the Secretary Of the Interiors Professional Qualifications Standards in Architectural History.  Considerable knowledge of technical, legal, and historic resource management practices and procedures as they apply to architectural history and historic buildings, structures, and districts; agency programs, procedures, and policies related to historic preservation issues; applicable state and federal regulations; and, project management methods and techniques.  Demonstrated ability to apply technical, legal, and humanistic knowledge and planning principles and practices to a complex historic preservation program area; plan, schedule, coordinate, assess, and evaluate program area functions; analyze, comprehend, interpret, and evaluate complex technical and legal documents; successfully manage fiscal and human resource actives; provide technical advice and training; and communicate effectively both orally and in writing to individuals and groups; and provide strong conflict resolution and negotiation skills.  Progressively responsible experience in historic preservation field relevant to project reviews.  Experience researching, interpreting and communicating complex technical/legal subjects; analysis and interpretation of historic resource data; coordinating planning and monitoring programs; and, translating laws, policies, and regulations into agency programs.  The selected candidate will be required to complete a criminal background check to include credit and to file a State and Local Statement of Economic Interests as a condition of employment.  Willingness and ability to participate in day travel as needed.  Teleworking is available and a valid driver license is required.
