Director, Office of Transportation Policy Studies

The Director, Office of Transportation Policy Studies, in the Office of Policy and Governmental Affairs, has the responsibility for directing a program of economic and analytical studies on the future direction of surface transportation in the United States. These efforts should include short, mid, and long-term time goals and incorporate the inter-relationships between national surface transportation goals and national economic and social policies.

Responsibilities

This senior executive directs a program of studies to support the development of surface transportation policies and legislative initiatives that focus on highways and provide analysis of the implications of national financial and economic policies on highway infrastructure investment. The incumbent also leads the FHWA strategic management efforts, including development and management of the agency strategic plan and performance metrics and advises the Associate Administrator of the Office of Policy and Governmental Affairs on policy development and legislative initiatives. This is a multi-disciplinary position requiring knowledge of general administration, program management, policy analysis and formulation of policy alternatives and options.

CONDITIONS OF EMPLOYMENT:

  • PROBATIONARY PERIOD: Complete a one-year SES probationary period (unless already completed).
  • FINANCIAL DISCLOSURE: Complete a Public Financial Disclosure report, OGE-278. You will need to provide the information annually.

As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your five (5) page resume evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity.  Your resume must provide information regarding your professional experience and accomplishments that demonstrate your ability to perform the duties of this position and meet the mandatory Technical Qualification(s) and Managerial Executive Core Qualifications listed below.

TECHNICAL QUALIFICATIONS (TQs): Below are the descriptions of the mandatory technical qualifications for this position. Your five (5) page resume must provide information regarding your professional experience and accomplishments that demonstrate you meet these technical qualifications. 

TQ 1: Demonstrated ability to provide executive level and national leadership in identifying current and emerging issues of critical importance to the surface transportation community, along with managing and overseeing research on these issues.

TQ 2: Demonstrated ability to provide executive level leadership and direction to Federal, State, and local officials on options for future financing of highways and evaluating the impacts of varying levels of investment on the transportation system.
