Data Specialist/GIS Analyst-Planning

Under the supervision of the Director of Facilities Planning, the Data Specialist will provide data analysis support in the planning, development, or administration of City Schools' facilities needs including support of efforts for new initiatives, current projects, data management, as well as school and district offices as needed. This includes district plans such as the Blueprint, the 21st Century Buildings Plan, and department-specific initiatives.

Responsibilities
  • Supports advanced data analysis and visualization.
  • Distills large and complex data sets using SQL for databases, develop Python scripts, work with statistical programming packages (e.g., R or Stata), and use advanced Microsoft Excel functions (including pivot tables, lookup procedures, and complex formulas with nested logic) and visual basic for applications to support planning projects.
  • Provides support for data visualization tools.
  • Supports the district's equity agenda, including working with district offices to articulate trends with maps and other visualizations.
  • Performs data analysis to identify trends and issues that need to be incorporated into final materials presented to internal and external stakeholders.
  • Completes ad hoc analyses requested by leadership and other offices.
  • Works across departments and serves as a team member that demonstrates flexibility in a fast-paced environment.
  • Works on special projects as assigned.
  • Performs and promotes all activities in compliance with equal employment and non-discrimination policies; follows federal laws, state laws, school board policies and the professional standards.
Qualifications
  • Bachelor's degree in Planning, GIS, Data Visualization, Computer Science, or a related field is preferred. Degree(s) must be from an accredited college or institution. Additional education may count towards practical experience.
  • A minimum of 3 years of work experience in data analysis, visualization, and/or database management.
  • Demonstrated ability to effectively prioritize ongoing and multiple projects to address multiple tasks, technical issues, and address contingencies on simultaneous projects.
  • Demonstrated ability to establish and maintain effective working relationships with consultants, contractors, City Schools' personnel and partner stakeholders at all levels.
  • Advanced skill in the use of technology and relevant design and office applications. Strong GIS and SQL Server skills are desirable along with a willingness to learn new technologies and applications as they become available including ggplot, d3.js, Tableau, and ArcGIS Pro/ArcMap Desktop as well as programming languages such as HTML or Java.
  • Experience in database management is preferred.
  • Familiarity with facility layouts and reading and interpreting floor plans is preferred.
  • Good interpersonal, presentation, oral and written communication skills.
  • Excellent quantitative thinking, including the ability to examine available data, apply decision rules and analytical methods, and produce meaningful results.
  • Supports project plans for the collection, reporting, and use of student, program, building, and ultimately district-level data.
  • Ability to demonstrate dedication to the vision, mission, goals, and objectives of City Schools.
