Cultural Resources Management Specialist

The Cultural Resources (CR) Management Specialist assists federal agency clients with developing, implementing, and overseeing CR management and preservation programs. This position requires professional CR knowledge and expertise about a wide variety of CR laws, regulations, policies, procedures, and technologies affecting federal agency activities and operations in the professional fields of anthropology, historic preservation, archaeology, CR management, curation, and preservation planning. Additionally, this position requires natural resources (NR) knowledge about a wide variety of NR laws, regulations, policies, procedures, and technologies affecting federal agency activities and operations.

Responsibilities

This position will provide support for federal agency CR and NR management programs but will be expected to support other federal client’s environmental programs as well. You’ll help facilitate communications among a diverse set of internal and external stakeholders, and review, analyze, edit, and develop recommendations for improving CR and NR policy and guidance documents, and programmatic and budget priorities. You’ll identify and monitor legal, policy, and other requirements and conducting research on technical and policy topics to identify policy gaps and develop best practices and guidance for various routine CR activities that may also streamline CR and NR program activities or create efficiencies and cost savings.

 

The position will assist in reviewing and developing policy positions and responses to actions initiated by other federal offices and agencies that have implications for CR policy, program planning, budget decisions, and implementation strategies. You’ll monitor and maintain awareness of technical, legal, policy, and substantive changes and advancements in the professional fields for CR management, updating and providing analysis in technical papers and products, as warranted, and compiling data call results, reviewing data to ensure quality and accuracy, and finalizing annual ad-hoc reports, including Reports to Congress.

 

In support of clients, the candidate will need to prepare briefings, presentations, and decision memoranda in support of deliberations and decisions by senior management and manage logistics for all ongoing efforts to include meetings, technical exchanges, and working groups. You’ll perform communications work including drafting outreach and communication documents for internal and external use and developing communications and outreach approaches and products to educate the public on natural and cultural resources activities. Per Section 106 of NHPA, you’ll develop strategies to streamline Section 106 reviews for federal agencies, responding to stakeholder inquiries on projects during the process, drafting Section 106 documentation, correspondence, and closeout reports, attending Section 106 consultation meetings to provide logistical support, and preparing Programmatic Agreements for federal agency use.

Qualifications

You Have:

  • Experience with federal agency historic preservation, CR management planning and programming, and historic preservation policies, principles, and application technologies
  • Experience collaborating with federal and state agencies, tribes, and other stakeholders on CR management issues, studies and analyses on new and emerging CR management issues, challenges, technologies, and concerns, and environmental programs such as NR, sustainability, environmental science, biology, ecology, forestry, marine science, wildlife studies, or environmental policy
  • Experience with using Microsoft Office Suite and standard computer applications
  • Knowledge of CR management and historic preservation, including the Secretary of the Interior’s Standards, the National Historic Preservation Act (NHPA), and the National Environmental Policy Act (NEPA)
  • Knowledge of established methods and techniques of applied architectural history, landscape architecture, archaeological research and practices, and collections management and research
  • Knowledge of NR conservation laws, regulations, and policies, including the Endangered Species Act, Migratory Bird Treaty Act, Sikes Act, and Marine Mammal Protection Act, established methods and techniques of NR conservation, climate change adaptation strategies as they pertain to NR conservation, outreach tools, social media engagement, and communications tools sufficient to communicate successes and messages to the public
  • Ability to foster solid relationships that promote cooperation, communicate expectations, analyze situations, and make well informed decisions
  • Ability to adapt to a rapidly changing work environment while maintaining flexibility and versatility
  • Ability to obtain and maintain a Public Trust or Suitability/Fitness determination based on client requirements
  • Bachelor's degree in Historic Preservation or Archaeology and 3+ years of experience in cultural resources management, or Master’s degree in Historic Preservation or Archaeology and 1+ years of experience in cultural resources management

 

Nice If You Have:

  • Experience with historic resource or archaeology surveys, NHPA Section 106 or 110, SHPO and THPO consultation, and the NEPA
  • Experience with developing historic contexts and Determinations of Eligibility or National Register Nominations
  • Experience with facilitating meetings, hosting webinars, compiling and tracking multiple complex data sets, preparing content for and updating government websites and social media accounts, and developing communications strategies for large programs or organizations
  • Ability to prepare communication and outreach documents, including technical reports, white papers, executive summaries, briefs, meeting minutes, and presentations
  • Ability to draft and review a wide array of Program communications, including informational brochures, fact sheets, posters, newsletters and other public outreach materials, emails, web postings and tweets, interactive story maps, and other written communications
  • Ability to communicate effectively and concisely using a variety of styles and techniques appropriate to the audience
  • Possession of excellent writing, interpersonal, and detail-orientated skills
