FEMA seeks dynamic professionals that can apply their knowledge and expertise in city/county management, community planning and development, disaster recovery or other related local experience to help us build our post-disaster recovery capacity building program.  

The mission of the Interagency Coordination Division (ICD) is to further the objectives of the National Disaster Recovery Framework (NDRF) by coordinating federal interagency support for timely, effective, and integrated disaster recovery field operations. The mission of Community Planning and Capacity Building (CPCB) is to support and enable local governments’ key roles in leading, organizing, planning, and managing disaster recovery.

Responsibilities

This position’s duties support the CPCB Branch and the Division by:

• Serving as an analyst and planner who provides expertise to headquarters, regional, and field leadership, state, tribal, territorial, and local government on community/urban planning, city and county management, or community development as applied to post-disaster recovery at the local level.

• Providing expertise to translate CPCB mission and program requirements into project plans, production of guidance for local governments, and field implementation of recovery planning and capacity building support for local governments.

  • Apply evaluative and analytic capabilities to evaluate our program implementation, as well as analyze disaster and community recovery impacts and socio-economic conditions.

• Developing CPCB field operational guidance and resources to support field delivery of planning and capacity assistance.

• Develop and deliver virtual and field-based local recovery management training, workshops, peer to peer and other capacity building events for local officials.

• Supporting representation of CPCB to agencies, national organizations, states, and other partners to establish agreements, commitments of support and develop coordination relationships associated with CPCB’s planning and capacity building support.

• Demonstrate the ability to work in a team, anticipate and meet the needs of both internal and external customers, deliver high-quality products, and have a commitment to continuous improvement

The position is full time, based in Washington DC at FEMA headquarters, 500 C St.

Qualifications

The ideal candidate will have the following:
• Subject matter education (BA/BS or Masters) and/or experience in community or urban planning, local government, or public administration (city/county management), or community/economic development.
• Experience developing guidance and training materials.
• Capability with analyzing data, including use of geospatial information systems or other analytic tools
• Capability for planning, developing, and executing a variety of projects and assessing the effectiveness of programs.
• Ability to communicate complex policy to senior officials in federal, state, territorial, local, or tribal governments or nongovernmental organizations.
• Ability to work independently, take initiative, and work effectively with others.
