DOTI is seeking a Capital Planning and Programming Lead to serve as the primary contact with transportation planning and funding partners at the federal, regional, state, and local level; develop priority projects for implementation; and coordinate capital project budgeting requests for multi-modal transportation and other infrastructure capital projects.

 

While this individual will be a part of the Planning team, this position requires a holistic view of the DOTI Department to crosscut through the different sections: planning, community design & development, deliver, and integrated project management to gather project financial information and needs.

 

We are looking for someone who is passionate about the fiscal and schedule aspects of transportation projects and is flexible to work with teammates who need help completing required process forms while being able to lead strategic discussions of expenditures and project implementation with leadership and elected officials.

Responsibilities

Job duties and responsibilities of this position include, but are not limited to, the following:

 

Serve as a liaison with outside funding agencies (Denver Regional Council of Governments (DRCOG), Colorado Department of Transportation (CDOT), and the Regional Transportation District (RTD)) to enhance Denver’s opportunities to maximize outside funding

 

Represent Denver at planning forums for the development of state and regional transportation plans and ensure inclusion of Denver’s multimodal transportation priorities and needs

 

Serve as a key stakeholder for preparation of the DOTI Strategic Transportation Plan update and other Citywide or Department plans to identify funding priorities

 

Build relationships with planning staff in other City agencies (Department of Finance, Parks and Recreation, Denver International Airport, and Community Planning and Development) to leverage funding

 

Direct the Denver Sub-regional Forum and Committees: conduct public meetings consisting of elected officials and high-level managers from City and outside agencies under the governance of DRCOG to program Transportation Improvement Program funds, coordinate long-range plans and facilitate other discussions that come before the Forum

 

Secure grant funding:

  • Serve as the Grant Liaison for DOTI

  • Lead grant opportunity identification

  • Coordinate project development with engineering project managers and planners

  • Provide quality control for all grant-writing and application processes

  • Participate in the Citywide Grant Policy Advisory Committee coordinated by the Budget Management Office and Mayor’s Office

  • Lead the DOTI Grants Internal Coordination Team

  • Participate in internal efforts to coordinate grant submissions with other implementing agencies

  • Lead the annual and 6-year Capital Improvement Program need identification for the Project Delivery Team (Plan, Design, Build & Deliver)

  • Develop tools for prioritizing transportation projects and programs that can be customized based on funding opportunity

  • May develop processes, procedures, and/or guidelines, be responsible for required project reports related to grants, update forms, and track data metrics for performance

Qualifications

Our ideal candidate will have:

  • Master's Degree in City or Regional Planning, Public Administration, Business Administration, Project Management, or a related degree

  • Five or more years of successful public agency transportation planning and grant funding research and application in support of planning, design, construction and maintenance of infrastructure including multimodal transportation, utilities, wastewater, buildings and/or public services

  • Budget and accounting experience

  • Excellent communication skills and the ability to interpret highly technical engineering and planning information and create a convincing story to attain funding

  • Methodical and strategic thinking

  • Excellent project management and organizational skills

  • Strong presentation and writing skills

  • Ability to build constructive and effective relationships

 

MINIMUM QUALIFICATIONS:
Education requirement: Bachelor’s Degree in City or Regional Planning, Architecture, Landscape Architecture, Historic Preservation, Engineering, or a related degree.
Experience Requirement: Six (6) years of professional planning experience.
Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.

Additional appropriate education may be substituted for the minimum experience requirements.

License/Certifications: By position, requires a valid Driver's License at the time of application.

Licenses and certifications must be kept current as a condition of employment.
