Bus Priority Analyst-Transportation Specialist

NYC DOT is seeking two candidates to serve as project manager in the Transit Development (TD) unit within the Division of Transportation Planning & Management. Candidates will manage planning, design, and implementation of bus priority projects to improve the speed and reliability of bus operations on New York City streets. Transit Development (TD) develops public transit-supportive street infrastructure and policies in order to improve mobility for all New Yorkers. TD manages the Better Buses initiative and transit policy and planning initiatives and develops location-specific projects to help the quality and safety of bus operations, and to improve pedestrian access to transit. TD also serves as a resource to the agency on public transit related matters, including acting as one of the key points of contact with the MTA agencies.

Reporting to the Director of Bus Priority, the candidates will develop proposals to improve bus service on identified corridors using NYC DOT’s toolkit, including bus lanes, bus queue jumps, bus bulbs, bus boarding islands, curb management, and pedestrian safety improvements. Candidates will be responsible for determining feasibility of proposals through conducting traffic analysis and working closely with DOT’s Traffic Operations staff. Candidates will conduct outreach with the general public, work with community boards and other public stakeholders in public workshops, presentations, and other settings. Candidates will work collaboratively within the TD unit, closely with other DOT staff, and with other City, State, and Federal agencies (particularly the MTA). Candidates will also manage programmatic inventories (i.e., bus lanes or bus stop amenities, etc.), consultant work efforts and contracts, and develop and/or review capital projects, produce project evaluation reports, and conduct various technical planning analysis as directed by the unit director.

TPM is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City.  The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. Qualifications

Minimum Qual Requirements

1. A master's degree in transportation engineering, mathematics, urban planning, architecture, landscape architecture, urban studies, or related physical and social science fields; or

2. A baccalaureate degree in engineering from an accredited college and one year of full-time satisfactory experience performing technical work on roadway transportation and traffic studies and area-wide traffic programs; or

3. A baccalaureate degree from an accredited college and two years of full-time satisfactory experience as described in "2" above; or

4. An associate degree or completion of 60 semester credits from an accredited college and four years of full-time satisfactory experience as described in "2" above; or

5. A four-year high school diploma or its educational equivalent and six years of full-time satisfactory experience as described in "2" above.

SPECIAL NOTE:

In addition to meeting the minimum Qualification Requirements above:

To be assigned to Assignment Level II, the candidate must have an additional year of experience as described in the "Qualification Requirements" listed under "2" above.

To be assigned to Assignment Level III, the candidate must have an additional two years of experience as described in the "Qualification Requirements" listed under "2" above.

Preferred Skills

Candidates should have strong written and verbal skills, including delivering presentations; should have experience with geographic data collection and analysis, particularly in the ArcGIS suite; should be familiar with transit-oriented street design; and should exhibit a capacity for problem-solving. Experience with CAD and/or graphic design software desirable. Experience with traffic analysis desirable.
