Buildings and Affordable Housing Finance Analyst

The finance analyst will be a member of ACEEE's buildings program, providing research, outreach, and support to multiple programs. They will also devote substantial time to a new national initiative for affordable housing retrofits, driving policy and program innovation among eligible cities, counties, and/or states, as well as their critical community-based and private sector stakeholders.

Across their projects, the finance analyst will primarily focus on research as well as technical assistance, with support and guidance from senior researchers and managers. Research projects will include considerations of financing, costing, and braided funding opportunities from multiple sources (i.e., federal/state/local funding, utility incentives, programs). For example, a planned 2023 project that the analyst will lead is on financing projects with long payback periods. Technical assistance can include actively participating in or facilitating stakeholder meetings, writing memos, presenting ACEEE research, and submitting formal comments. This work is cross-cutting and requires collaboration with others at ACEEE including the local policy program. The finance analyst will represent ACEEE externally regarding topics related to energy efficiency finance and other projects and lead the Energy Efficiency Finance Forum agenda development with support from the ACEEE conferences team and in coordination with external advisors.

Responsibilities

Core Responsibilities:

  • Leads financial analysis and contributes to ACEEE research, publishing technical reports and summarizing findings for non-technical audiences
  • Oversees and provides technical assistance to outside stakeholders
  • Project-manages others contributing to financial analysis research
  • Collaborates with other ACEEE teams and external partners on multi-sector projects
  • Plans and organizes the annual Energy Efficiency Finance Forum with the ACEEE conferences team and external advisors
  • Work may also include convening partners, writing blog posts, developing presentations, and speaking at webinars/conferences

  • Expertise in financial analysis and economics for energy-efficient and decarbonized buildings and homes
  • Skilled at forming research questions; collecting secondary data and information; writing up findings and formulating recommendations based on findings

  • Ability to simultaneously manage several complex, fast-paced, multi-partner projects

Qualifications

Qualifications:

  • Passion for clean energy, environmental issues, and social justice
  • Experience in financial analysis and economics for buildings, including financing, costing, and braided funding opportunities from multiple sources
  • Ability to collect and disseminate large amounts of data and information
  • Experience with, or sound knowledge of, equity-driven clean energy policies and programs
  • Experience facilitating learning across networks or working groups of peer organizations, stakeholders, or representatives from diverse organizations/communities
  • Professionalism, poise, and the ability to work as part of a team, maintain a sense of humor, and interact with a diverse array of people, including high-level stakeholders
  • Superb project management skills including facilitation and attention to detail
  • Exceptional communication skills, both written and oral (including public speaking and presentations)

 

Required Education and Experience:

  • A degree in finance, economics, accounting, engineering, public policy, environmental studies, urban studies, or another similar field
  • Bachelor's degree required and four years of experience, or
  • Master's degree and three years of experience, or
  • PhD with one year of experience
  • Work experience must include finance in buildings; energy and environmental policy; local or state government; community organizing, environmental justice, housing justice, tenants' rights, community development; and/or affordable housing finance
  • Expertise in finance, first costs, operating costs, and/or economic analysis
  • Experience with or sound knowledge of energy efficiency and decarbonization in buildings
