This position is in the District Department of Transportation (DDOT), Performance Management Team and reports to the Autonomous Vehicle Manager. This team is responsible for the Department’s Autonomous Vehicles Program. They evaluate and assist with autonomous planning, operations, and policy to help the Department and individual teams achieve our autonomous objectives through data-driven process improvements. Also, this team ensures that policy and metrics are adequately measured, tracked, and reported and reflect the Agency’s autonomous programs, activities, and services.

The incumbent is the responsible for planning, developing, coordination and directing the oversight of Autonomous Vehicle Program, of the agency, within the Performance Cluster. This includes the business operations and administration around operational, customer services, inventory controls, procurement and management of all warehouse functions, warehouse assets, warehouse programs, vendor management, warehouse policies and assists with budget management. The incumbent will be responsible for developing and implementing the policies, procedures and technical solutions that will enable the agency to develop an Autonomous Vehicle framework.

Responsibilities

The incumbent in this position will collaborate and coordinate with several Departments to include planning, policy, traffic safety and performance programs. Develop, track, and report all work management workflows, data analysis, policy reviews for the agency’s autonomous vehicle program, including coordination with external programs and agencies in the District of Columbia. The incumbent will assists with the update and continual monitoring and reporting on the development of the agency’s autonomous vehicle plans, reports, work processes, departmental policies, and user experiences. The creation of these documents requires excellent communication and analytical skills. This position supervises, manages, and directs a team of three subordinates that will work on develop, track, and report all work management workflows, data analysis, policy reviews for the agency’s autonomous vehicle program. Serves as the recognized authoritative advisor and representative to the Chief Performance Officer. The incumbent participates in the planning and implementation of autonomous vehicle strategic goals, planning and analysis, process improvement and trend identification which will guide the agency’s autonomous vehicle environment and solutions.

Provides supervision and guidance to subordinate staff by establishing work standards, designation work assignments, identifying developmental and training needs and an emphasis on evaluating work performance through the development of proper performance plans for all subordinates. Attends/conducts staff meetings, seminars, and workshops. Offers advise counsel and instructions to individual employees on both work and recommendations for appointments, promotions, or reassignments involving these positions. Provides final approval or resolves problems arising over leave usage or subordinates; reviews and approves paperwork ranted to payroll/overtime requests and evaluates subordinates’ activities, work performance, training requests, and conduct.

Qualifications

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.  To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression. 

Management expertise in the autonomous vehicle operations of a Transportation agency, process improvement processes and service and solution programs, providing management consulting and reporting for data analysis, staff performance planning and program and policy development are preferred.

Demonstrated skill and experience in providing leadership in workforce capacity and in a team-based environment and in securing the support and cooperation of the subordinate technology staff are preferred.

Excellent verbal and written communication skills to provide clear technical goals, objectives and work techniques that promote success are preferred. 

Four-year college degree (bachelor’s degree) preferred.

Licenses and Certifications

Must possess and maintain a valid driver’s license.
