ARPA Analyst II – Limited Term

The American Rescue Plan Act of 2021 (ARPA) provided funds to perform additional cleaning in the City of Portland focusing on street sweeping and graffiti abatement along with support to provide data and mapping to report program progress. The ARPA Data Analyst will provide primary statistics and data for establishing repeatable metrics, reporting accomplishments, and analysis that influences program and investment decisions. This position is part of the Maintenance Operations (MO) group which performs infrastructure maintenance across the City of Portland.

The incumbent is considered an essential employee and is a member of the bureau's 24-hour response team that may require after-hour, evening, weekend, and holiday emergency response.

Responsibilities

What you’ll get to do: 

  • Monitor and document data from program accomplishments
  • Communicate data with ARPA team, internal partners, external partners, and City leadership
  • Analyze progress and make suggestions to field team while considering equity
  • Develop key performance indicators for the program
  • Develop, manage, and maintain the ARPA Dashboard as primary public facing data portal
  • Provide lead direction, mentoring, training, problem-solving, work assignments for field team
  • Support planning and scheduling ARPA priority area work
  • Determine methodology for review of ARPA field progress and budget
  • Support equity analysis with influence on program execution

Qualifications
To Qualify

  1. Experience researching, compiling, developing, designing, and administering databases and data sets providing recommendations, guidance and best practices including ability to oversee the integration and migration of data
  2. Experience using data systems and visualization tools including utilizing map systems (GIS), track & report statistics, and collection requirements
  3. Experience using change management techniques especially with respect to operations
  4. Experience analyzing and identifying complex issues, such as administrative, operational, economic, financial, budgetary, and organizational, including ability to evaluate alternatives, provide sound, logical, fact-based conclusions, and recommendations
  5. Experience communicating clearly, logically, and persuasively, both verbally and in writing, including a variety of complex analytical topics to non-technical audiences, preparing clear, concise, and comprehensive reports, correspondence, and other documents
