The Environmental Finance Center worked with the US EPA Region 3 Clean Water Branch and the MS4 Section of the Pennsylvania Department of Environmental Protection to support the development of a community of practice among Pennsylvania municipalities regarding the MS4 permit planning and implementation processes, with specific focus on funding and financing stormwater management programs and projects. After participating in three regional stormwater forums to showcase the range of technical assistance EFC can provide, EFC worked with communities of various sizes and capacities in the Chesapeake Bay watershed to explore and select financing strategies that consider the costs of compliance with MS4 programs, finalize recommendations, and identify a critical path forward.
