Transportation Planning Grant Coordinator

Boulder County is hiring a Transportation Planning Grant Coordinator to apply for and manage transportation grants. This role is critical to helping Boulder County implement the Transportation Master Plan and meet the county’s ambitious multimodal transportation goals. The Transportation Planning Grant Coordinator will be responsible for managing grants throughout the grant life-cycle from application through close-out. This includes:

Responsibilities
  • Models and upholds Boulder County’s Guiding Values of Inclusion, Stewardship, Service, Engagement, Sustainability, Innovation, and Resilience.
  • Develops and implements a workplan to achieve Boulder County Transportation Master Plan goals, including transportation, environmental, safety, economic, equity, and county identity and character.
  • Identifies potential grant opportunities for transportation related projects (including regional corridors, regional trails and bikeways, transit, and human services transportation).
  • Works closely with appropriate colleagues to conduct analysis and review of potential grant opportunities.
  • Works collaboratively with project managers during the entire grant life cycle.
  • Serves as point of contact with grantor agencies and effectively represents Boulder County to these organizations.
  • Reviews grant proposals for compliance with county policy and fiscal requirements, including the need for match funding.
  • Works with the Community Planning & Permitting Finance, Accounting, and Communications Teams to coordinate and provide requested information to:
    • Route all grant proposal applications for internal approval prior to submission to awarding agencies.
    • Complete administrative processes for grant proposals, awards, agreements, and setup of grant accounts.
    • Maintain a comprehensive system for grant budgeting, accounting, cash management, and reporting.
    • Prepare and reviews reimbursement requests for submission to grantor agencies.
  •  Monitors and tracks active grant funded projects, ensuring that all required compliance reports are completed in a timely manner; ensures terms of grant agreements are met and properly documented; works with funders to clarify and negotiate financial and administrative requirements.
  • Responds to requests for information from grantors and provides all necessary due diligence items to grant funders as needed.11. Researches and interprets applicable grantor regulations.
  • Manages completion of grant proposals including gathering required information from subject matter experts.
  • Provides input and assists in the preparation and monitoring of budgets.
  • Tracks overall grant funding for transportation projects, develops reports, and communicates status to stakeholders.
  • Performs related duties as required.
  • May be reassigned in emergency situations.
Qualifications

Required Qualifications:

Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of 6 years of combined education and experience.
Relevant education and experience could include, but is not limited to, public administration, project management, non-profit management, grant writing, grant management, proposal writing, technical writing, program management. 

Preferred qualifications:

  • Three years of professional experience writing and managing grants, with a track record of success.
  • Knowledge of multimodal transportation planning and project implementation
  • Knowledge of transportation and regional trail funding sources at the federal, state, regional, and local level.
  • Experience working cooperatively with government agencies at the municipal, county, state and federal levels.
  • Working knowledge of government accounting practices.
