Transportation Planner (Trails)

This position is in the District Department of Transportation (DDOT), Project Delivery Administration (PDA), Planning and Sustainability Division (PSD), Active Transportation Branch. DDOT’s mission is to enhance the quality of life for District residents and visitors by ensuring that people, goods, and information move efficiently and safely with minimal adverse impact on residents and the environment. Plan and develop multi-use trails for bicyclists and pedestrians. This position works under the general direction of the Active Transportation Branch Manager who provides general administrative direction and technical requirements for the position.

Responsibilities

The major duties below are representative of the types of duties that may be required from the incumbent during their employment and may not include all duties required for this position. Other duties may be assigned. Reviews, analyzes, and recommends approval or disapproval of private sector requests to occupy public space. Develops and analyzes a broad range of alternatives for the efficient use of transit services. Develops alternatives that include accommodations for bicycles (e.g., protected bicycle lanes) and pedestrians along transit corridors. Incumbent will visit location to planning efforts. Develops scopes of work for consultant studies to assess and improve city-wide transportation services. Develops alternatives for assuring the safe and efficient utilization of the transportation systems within the District.  

Coordinates with other Department personnel, (i.e., safety, operations, construction, asset management, and policy), other District, regional and federal agencies and permitting entities to ensure the successful development of multi-use trails and other bicycle and pedestrian facilities. Serves as the subject matter expert for planning, design, operations, and maintenance of multi-use trails. Serve as project manager for multi-use trail feasibility studies and conceptual plans. Reviews and comments on engineering plans and designs for capital improvement projects and private developments that interface with the existing and planned multi-use trail network.

Qualifications

Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Master’s degree in urban planning, Public Policy, Transportation Planning, preferred.

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position ncluding but are not limited to professional knowledge of a wide range of concepts, principles and practices of transportation community and regional planning and coordination, and ability to develop plans and work schedules for assigned transportation projects. Ability to exercise initiative and resourcefulness in transportation facility planning and public space development.To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
