Program Analyst (Performance Analyst)

This position is located in the District Department of Transportation (DDOT), Performance Management Administration (PMA), Performance Management Division (PMD). This position will report to DDOT Performance Manager and will be working closely with teams across the agency, including but not limited to the Office of the Chief Information Officer (OCIO). The candidate will help teams and various programs work more efficiently and improve performance by using methods such as data analysis, visualization, Standard Operating Procedure (SOP) design, and implementation. They will also explore new technology, present findings, and integrate new technology into existing workflows.

Responsibilities

The incumbent will plan, develop, and conduct program analyses of substantial scale and impact concerning all aspects of current or projected operating programs for actual or potential effectiveness in achieving planned goals and objectives. The incumbent oversees the execution of programs of broad scope and mission impact. Reviews and interprets new and established directives, instructions, regulations, and delegations of authority for potential impact on major program objectives, operating policies, work operations, and progress. Assures program goals, objectives, and operations.  Prepares internal instructions, operating policies, procedures, and guidelines concerning assigned program(s) and recommends required changes and adjustments to assure proper and adequate accomplishment of program goals and objectives.

The incumbent will implement analytics pipelines and data models, clean and collate data, perform ETL work, and create automated processes. The candidate will analyze and visualize data, including creating maps and dashboards, to track input-output, aid decision-making, and enhance communication. They will explore and recommend technologies, applications, and systems to improve team efficiency, productivity, and performance. The candidate will provide data-based recommendations, streamline workflows, develop SOPs as needed, and support other performance management tasks as requested by the Performance Manager. The incumbent should be proficient in data analytics programs such as Esri ArcGIS, Tableau, SQL, and Python (including data science libraries). A successful candidate should also have excellent communication skills, including the ability to write briefing memos and reports, deliver presentations, and facilitate effective meetings.

Qualifications

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.  To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression. 

Experience with data analytics programs such as Esri ArcGIS, Tableau, SQL, and Python (and data science libraries), familiarity with DDOT’s technology systems, and excellent communication skills are highly preferred. 

Advanced degrees in a quantitative discipline, such as computer science, data science, statistics, and mathematics preferred.
