Bicycle/Pedestrian Program Specialist

This position is located in the District Department of Transportation, (DDOT), Project Delivery Administration (PDA), Planning and Sustainability Division. The purpose of this position is to manage bicycle lane planning, design, and construction projects. Oversee the planning, design, construction, operation, and maintenance of bicycle facilities including trails, bike lanes, pedestrian ways, traffic calming, bicycle parking, and bicycle sharing. Develop and manage project budgets and transportation consultants. Develop public information and outreach campaigns to educate drivers, bicyclists, and pedestrians concerning bicycle and pedestrian safety. Conduct nationwide and international research to identify practices, regulations, and enforcement strategies to improve bicycle safety. Participates in special transportation planning and related policy studies; writes issue papers, prepares plans and reports regarding pedestrian and bicycle safety and access.

Responsibilities

This position will fill a critical role in coordinating the development and implementation of City-wide pedestrian and bicycle program; promotes bicycle/pedestrian mobility and safety. Reviews projects for compliance with City plans for bicycle and pedestrian transportation; plans, designs, and assesses facilities; reviews and recommends policies and programs. Oversees the bicycle, pedestrian and other sustainable transportation studies and plans, including the procurement and management of consulting finns. These plans provide the basis for investment of District and Federal resources through the establishment oflong range policy objectives and near term investment programs.

The incumbent will be responsibile for reviewing transportation and real estate development projects to ensure the provision of facilities and programs supporting transit ridership, bicycling, walking, teleworking; ridesharing, and car sharing and the safety of these users of the transportation system. Oversees the planning, design, construction, operation and maintenance of bicycle and pedestrian facilities including bikeways, pedestrian ways, traffic calming, bicycle parking, and bicycle sharing while Developing public information and outreach campaigns to educate drivers, bicyclists, and pedestrians concerning bicycle and pedestrian safety.

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.  To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
