Biography

Mr. Ervin has been with the Housing Opportunities Commission (HOC) of Montgomery County as a Housing Acquisition Manager for the Real Estate Division since January 2018.  The Housing Opportunities Commission of Montgomery County (HOC) was established in 1974 to better respond to the County’s need for affordable housing. HOC is authorized to acquire, own, lease, and operate housing; to provide for the construction or renovation of housing; obtain financial assistance from any public or private source to assist its housing activities; and arrange for social services, resident services and day care.  In his current position, Mr. Ervin is responsible for the development and redevelopment of various multifamily assets throughout HOC’s portfolio. 

Prior to joining HOC, Mr. Ervin worked for the Howard County Housing Commission as a Senior Development Officer from 2007-2017. In that role, he managed the acquisition, development, and stabilization of a range of assets—from mixed-income multifamily developments to single-family homes—in Howard County, MD through various stages of the development process utilizing a variety of financing tools including Low-Income Housing Tax Credits (LIHTCs), Tax-Exempt Bond financing, and Conventional financing. Mr. Ervin’s efforts resulted in over $250M in multifamily acquisitions and redevelopments, $20M in LIHTC equity raised, and completed $4M in Housing Commission portfolio renovations. Mr. Ervin holds a bachelor’s degree in architecture and environmental design from Morgan State University and a master’s degree in real estate development from the University of Maryland’s Colvin Institute of Real Estate Development.
