Biography

Kelsey Brooks joined EFC as a Program Manager in May 2023. Kelsey has experience working throughout the Mid-Atlantic, first as an MS4 Stormwater Specialist with the Virginia Department of Environmental Quality, then as a Regional Watershed Restoration Specialist with the University of Maryland/Maryland Sea Grant Extension, and finally as a Senior Program Manager with the National Wildlife Federation in the Delaware River Watershed. While the majority of Kelsey’s work has focused on green infrastructure and urban stormwater management, she has worked on a range of conservation, climate resilience, and environmental justice issues. She has a strong background in partner coordination, community engagement, meeting facilitation, and providing technical and grants assistance to a range of partners with varying levels of capacity and expertise. Kelsey holds a Master's in City and Regional Planning from Rutgers University; a Graduate Certificate in GIS from the University of Maryland, Baltimore County; and a B.A. in Ecology and Evolutionary Biology from Princeton University with minors in Environmental Studies and Urban Studies.
