In recent decades in the U.S., incomes have stagnated for most people but rents have risen. Nearly a third of renters around the country are now paying more than half of their income for housing. Dr. Ellen’s talk with explore the following questions about the billions of dollars that federal, state and local governments spend to support means-tested housing programs. What does the federal government spend on; why, and what does it accomplish? What, in general, should governments’ roles in housing be? Do these answers differ at the local level versus federal level? Are there steps city governments can take to enhance the affordability of housing that would not require substantial direct outlays?
