Senior Planner, Regional Partnerships and Funding (Transportation Planner III)

Works as part of the Coordination and Funding Division as a planner with experience in regional partnerships and funding. Performs transportation agency liaison duties, budgeting, and capital project programming related to financial transactions. Responsibilities include managing the county’s relationship with one or more of the following commissions, boards, authorities and/or jurisdictions: Northern Virginia Transportation Commission (NVTC), Virginia Railway Express (VRE), Metropolitan Washington Council of Governments (MWCOG), Transportation Planning Board (TPB), Northern Virginia Transportation Authority (NVTA), Virginia Department of Transportation (VDOT), Virginia Department of Rail and Public Transportation (DRPT), and other local jurisdictions. Coordinates issues with staff and officials of these bodies, often through technical committees. Pursues transportation funding opportunities from various funding sources and ensures compliance with related requirements. Analyzes transportation policy issues and prepares recommendations for staff and elected officials. Prepares written documents and gives oral presentations for elected officials, citizens, public agencies, and private entities.

Responsibilities

Specific duties include:

·Provides technical input and recommendations for regional agencies such as the NVTC, VRE, MWCOG, TPB, and NVTA;

·Meets with representatives from DRPT, VDOT, VRE and other county and regional organizations to develop policy and agreements on service levels and coordinating efforts;

·Analyzes performance of a major transportation program and develops and implements strategies for improvement;

·Facilitates interagency coordination on projects;

·Performs detailed analyses and evaluations of the transportation impacts of major development projects;

·Prepares, presents and discusses reports and findings with citizens, other agencies and officials;

·As subject matter expert, provides guidance to staff, citizens, and officials on procedural and policy matters;

·Provides input on fiscal requirements for capital improvement and strategic planning for long-range county, regional and statewide transportation needs;

·Assists in securing funding for transportation capital and operating projects; and

·Assists in securing funding for transportation capital and operating projects.

Qualifications

Experience in two or more of the following areas, one of which must be strong analytical, verbal and writing skills, with experience in giving presentations:

·Strong analytical, verbal and writing skills, including the ability to prepare and deliver presentations;

·Ability to write detailed, accurate reports, or solicitations for pertinent areas of administration;

·Ability to make oral presentations to department management, other departments, or the public;

·Ability to communicate effectively with government officials and members of peer groups, citizen's groups, and the public.

·Ability to establish and maintain effective working relationships with others, including citizen's groups, community, county, and state officials.

·Knowledge of the principles and methods of transportation/transit funding;

·Ability to pursue grants and develop funding strategies;

·Thorough knowledge of the principles and methods of transportation/transit regulation, planning, forecasting, and analysis;

·Experience analyzing transportation and policy issues at the state or federal level;

·Considerable knowledge of mission, goals, and objectives of the organizational unit, program, or activities to which incumbent is assigned;

·Thorough knowledge of word processing, spreadsheet, and presentation software;

·General knowledge of transportation planning/analysis software, finance, and budgeting;

·Works independently and follows through on assignments with minimal direction.

·Ability to manage complex projects independently or to serve as team leader; and

·Ability to independently conduct complex transportation/transit studies and develop sound conclusions and recommendations.
