As an Environmental Protection Specialist, you will serve as the subject matter expert in facility environmental programs.

Responsibilities
  • Serve as an Environmental Planner performing a full range of real property selection, acquisition, and environmental design/development functions, including acquisition of sites, buildings, and easements.
  • Plan, implement, and/or monitor environmental programs (primarily those related to NEPA) and services (e.g., determining needs, evaluating program effectiveness, assuring compliance with regulations) for PBS.
  • Evaluate the regional NEPA needs, determining how to best deliver required environmental services in a cost effective and timely manner in conjunction with best business and professional standards. Employ environmental protection knowledge and analytical skills, to develop scopes of work and budgets, develop and implement assessment and remediation plans in coordination with regional environmental engineers, manage and supervise contractors who perform the NEPA scopes of work.
  • Conduct environmental training throughout PBS from staff specialists to top management on environmental issues, environmental requirements and environmental policies.
  • Represent NCR as the liaison for environmental planning coordination with the District of Columbia, Federal agencies, review agencies, local and regional officials, civic organizations, and other stakeholders. Establish partnerships with local customers and community organizations to address mutual environmental concerns.
  • Coordinate NCR comprehensive planning process and appropriate evaluation standards to ensure that site and building plans are coordinated with the environmental compliance process, historic preservation, design guidelines, and security criteria that meet internal and external standards.
Qualifications

Qualifying specialized experience must demonstrate 1) experience implementing the National Environmental Policy Act (NEPA) and associated environmental laws, regulations and Executive Orders as they relate to real estate transactions; 2) Assimilating technical information to ensure all procedural and technical NEPA requirements are properly and adequately addressed; 3) Coordinating and leading agency and contractor resources in the development of environmental impact statements, environmental assessments, and environmental checklists; and 4) Communicating orally and in writing to present sensitive recommendations or information of technical complexity.
