Named in October 2010 as one of Affordable Housing Finance’s five “Young Leader” award recipients, Mr. Stacy L. Spann was appointed as the second Director of the Howard County Department of Housing & Community Development and Executive Director of the Housing Commission on December 12, 2006. Under Mr. Spann’s leadership, Guilford Gardens, a 100-unit, 30-year-old apartment and townhome community with no amenities, is being redeveloped into a 269-unit, multi-generational, mixed-income community with a community center and walking paths.

Mr. Spann’s homeownership revitalization efforts include restructuring the Settlement Down Payment Loan Program, securing Neighborhood Stabilization Funds, launching a Workforce Housing Program and increasing moderate income housing unit ownerships from 12 to 77 and rentals from 32 to 256. Also, Mr. Spann started the County’ annual “Come Home to Howard County” Housing Fair.
